Maryland Legislature Passes Landmark “Stop Super Speeders” Bill; Waiting Gov. Wes Moore’s Signature

Annapolis, MD — April 13, 2026 — Families for Safe Streets (FSS) applauds the Maryland legislature for passing the Stop Super Speeders legislation (HB 107/ SB 366), a critical step toward reducing traffic deaths and protecting communities from reckless driving. The bill now awaits action from Governor Wes Moore. To date, five legislatures have passed a Stop Super Speeders bill, following the District of Columbia, Virginia, Washington State, and Georgia. Fourteen other states have bills progressing through their state legislatures this session.  

Families for Safe Streets members are leading this national effort, coordinating advocacy across states to advance Stop Super Speeders legislation nationwide.

Research shows that a small number of “super speeders” are responsible for a disproportionately large share of deadly crashes. These drivers are several times more likely than typical motorists to be involved in deadly collisions, and traditional enforcement—such as license suspension—has proven largely ineffective. Nationally, 75 percent of drivers with a suspended license continue to drive. 

The new law lays the groundwork for Intelligent Speed Assistance (ISA) technology, which uses GPS and onboard sensors to prevent vehicles from exceeding posted speed limits, to be used by super speeders. This is not a blanket mandate; it focuses on the most dangerous drivers while allowing safe mobility for the general public.

“This victory belongs to the advocates and families who have turned their personal tragedies into a tireless movement for change” said Amril Hamer, organizer for Families for Safe Streets-Baltimore. “We owe a profound debt of gratitude to the many people who provided the testimony needed for this session; their courage in sharing their stories was the heartbeat of this effort.”

Among those advocates is FSS National Executive Committee member and Maryland resident Dan Langenkamp, who has worked to close critical gaps in traffic safety laws since the loss of his wife. "My wife, Sarah Debbink Langenkamp, was killed in 2022 by a driver who crossed into the bike lane where she was riding near our home in Bethesda. The passage of HB107/SB366 in Maryland is a significant milestone that targets these 'super speeders,' who accumulate reckless driving convictions yet are still permitted to drive without effective measures to prevent them from injuring or killing others. This new law provides Maryland with a proven tool to stop them before they can cause more harm. Traffic violence is not inevitable, and today, Maryland's legislature prioritized saving lives."

For many families, this legislation holds a deeply personal significance tied to everyday moments that should be safe and secure.

“Today, I shed tears of joy as I learned that the Maryland General Assembly passed the bills that will establish the ISA Pilot Program,” said Mindy Badin, the mother of Brett Badin, who was tragically killed while crossing the street on Rockville Pike. “In January 2020, I lost my son Brett while he was crossing the street, something we all do every day. Even though it has been years, each time I hear of another pedestrian, bicyclist, or motorist dying on our roadways, it still hurts because I know that these tragedies are preventable. I would like to express my deep gratitude to the House Environment and Transportation Committee, the Senate Judicial Proceedings Committee, and the Maryland legislators who courageously voted to protect our community.”

Lawmakers echoed the urgency and responsibility to act on what families have made impossible to ignore.

"I am extremely excited that HB 107 has passed! This bill is the result of two years of hard work, and I couldn't be prouder of it," said Delegate Nick Allen (D-8), who sponsored the bill.  “The pilot program it creates will be a game changer for Maryland and will help us move closer to achieving zero roadway fatalities in the state. I want to thank all the stakeholders who partnered with us, as well as Senator Waldstreicher for his friendship and support."

Highlighting the “important step towards our goal of zero roadway deaths,” Senator Waldstreicher (D-18), who sponsored SB 366, emphasized that “this device is for ‘super-speeders’ going 30, 40, even 50 miles per hour above the speed limit - the folks that pose a real danger to my family and yours.”

There were shared sentiments among legislators, our FSS members, and our partner organizations on the ground. Montgomery County Organizer, Peter Gray, from the Washington Area Bicyclist Association (WABA), expressed his happiness that this “bill will provide the courts with a tool to modify the vehicles of these Super Speeders, reducing the danger they pose to other road users. By installing a device that prevents dangerous speeding, this legislation addresses the largest source of harmful crashes in our state.”

Evidence from other jurisdictions demonstrates that ISA can dramatically reduce deadly crashes, mirroring successful interventions such as ignition interlock devices for repeat drunk drivers. By implementing this technology, Maryland aims to:

  • Prevent deaths and serious injuries by limiting the ability of super speeders to drive at lethal speeds.

  • Deter dangerous driving and promote long-term behavioral change.

  • Ensure equitable, statewide safety measures rather than inconsistent, piecemeal enforcement.

The bill now heads to the governor’s desk for signature. 

Families for Safe Streets urges other states to adopt similar policies to curb preventable, speed-related tragedies.
