Statement on Illinois “Stop Super Speeders” Legislation Advancing in Senate Transportation Committee

ILLINOIS — Last night, Illinois’ Stop Super Speeders legislation, HB 4948, passed the Senate Transportation Committee unanimously (18-0) after previously passing the full Illinois House with a 77-24 vote. The bill would require repeat reckless speeders to install Intelligent Speed Assistance technology that prevents vehicles from exceeding the speed limit, targeting the small number of drivers responsible for a disproportionate share of deadly crashes and creating a proven pathway to prevent future loss of life.
Statement from Amy Cohen, Founder and President of Families for Safe Streets, whose 12-year-old son was killed by a speeding driver:
“Today’s unanimous vote is a powerful acknowledgment that Illinois can no longer accept preventable roadway deaths as inevitable. For too long, families like mine have been forced to live with the consequences of a system that has failed to stop repeat dangerous drivers. HB 4948 begins to change that.
This is a focused, life-saving intervention aimed at the most dangerous drivers on our roads: the repeat speeders who continue to put every family at risk. Intelligent Speed Assistance is a proven tool that prevents the behavior itself, not just the aftermath, while still allowing people to drive for work, school, and daily life.
We are deeply grateful to the lawmakers, advocates, crash survivors, and families who have carried this bill forward with urgency and moral clarity. Illinois now has an opportunity to lead the nation in saying clearly: preventable speeding deaths must stop.”
